The current financial regime (by which I mean the one we've had for almost four seasons now) is highly restrictive. There's no getting away from that.
However, for Lambert to pass the blame on to Lerner in any meaningful way, he'd have to be able to say that he's getting something like the best out of what he has.
I don't think there are more than a handful of people on the planet who would think he is doing that.
Yes, Lerner's leadership since 2010 has been pretty awful in lots of ways. I'd even go so far as to say he's been one of the poorer owners in the league in that time - detached, unbothered, made a series of really poor decisions, is still making them.
To say, though, that this is all down to Lerner's tightfistedness is totally wrong. Yes, that's a part of it, as is his demonstrated inability to run a football club effectively (let's not forget, we're currently on a run of zero goals in five league matches and the manager - he of the new four year contract - is entirely untouchable, which says a lot about the way we are run).
That does not mean, though, that the persistent on-pitch rubbishness is entirely down to him, that's way off the mark.

why would he throw more money at it? He hasn't got the finances to get us into the chumps league and so he isn't going to get any additional return on any money that he invests than he already is. He is a business man with a finite amount of money
the world changed when Man City came into money, and us being pretenders to the champions league at that time suffered more than probably most, especially as they also took our 2 best players at the time. We missed the boat back then I'm afraid
