A few hold outs? They were people in their homes who didn't want to move.

Your traffic idea would also be received positively by the people on the roads mentioned, suddenly facing traffic coming past their house all the time

You don't necessarily need to move that road to expand. Some clever engineering and the road can stay as is and run underneath the stand .

Viewing Twickenham from outside it’s certainly not aesthetically appealing but the view of the pitch from any of the stands is great.

Tens of thousands of Barbour jacket wearing coppers, accountants and aristocrats, with a game of rugby going on in the middle.

Not a chance will they move to Birmingham, it isn't a rugby town.  I don't know anyone who watches it.  I know Moseley used to have a team but that's an odd place in itself so doesn't count.

If you're into watching hairy-arsed oafs cavorting in a pool of mud then Leicester, Worcester, etc. have got that covered.

Back in the day Moseley were one of the best teams in the country

Agree.
Apparently there was a fair amount of financial irregularities, too. They used to leak money on match day bar takings.

That's not the challenge.

The challenge is the blocking of light to the houses which remain, and at a reduced distance from the larger stand. It's nothing to do with the road.
