Maybe another layer, some sort of topping (not marzipan) (although that isn't really a topping is it?) and perhaps some figurines on top.

If NSWE were looking to build a new stadium my guess is, including planning you would be looking at least 5-6 years to get it done. Therefore investing 25 m to be able to charge more for GA+ over that time probably pays for itself.

Whatever they are doing I think they need to explain what the plan is in the next 12-18 months or risk losing a lot of goodwill, which they are burning through already.
