I think it does, especially when paired with:

I think the most pertinent bit of that local growth plan published by the council is this bit:

“Investment in Villa Park as a sporting and leisure facility will be supported where it can be demonstrated that any negative impacts on the surrounding community can be mitigated”.

I think this means we’ll get a more sympathetic hearing than in the days of Stewart Stacy.

It’s sometimes cited but the land was bought a long time ago under Lerner before the academy was built. It’s the Westwood Business Park (located off Tame Road) off the side road by the academy so nearer to Witton than Aston Station.

And there’s no recent examples of sales of the key houses on McGregor Close or Holte Road.

So if any development of the Witton Lane stand is planned it’s a long way away.

The growth plan is mainly an aspirational document although it would have some legal bearing on planning decisions.

If they are freehold or leasehold properties then there is no way that they would be compensated with a new-build property elsewhere built for that purpose. How would you ever reconcile the values satisfactorily? Why would everyone want to live in the same development when they could live anywhere? How would the club react if there were problems with the new development, and residents weren’t satisfied? There would just be a series of individual commercial agreements with each owner. What they each decide to do with the money would be up to them.

My understanding is that Tottenham bought around 70 business properties, but couldn’t reach agreement with the last hold-out business, and this is why a CPO was used. I don’t think there would be much appetite politically to CPO loads of residential properties, it would be massively complicated, and they will all be voters.

A CPO is not particularly complicated, its just unsurprisingly slow. There is also already a statutory fixed mechanism for compensation under HLP. They absolutely do not get a new house and a Court would not order as such either; you get the Home Loss Payment.

I understand (to a degree) the need for a CPO for the likes of infrastructure like public transport or for community benefit but for a football club to get bigger and billionaire owners to get richer? No, I don't see the justification.

That's exacly the case any club would make to the LA for a CPO to meet the requisite threshold public interest test. The economic/transport/community regeneration case a club would put to an LA would focus on exactly that; homes going, but local benefits are X, Y, Z etc.

The most compelling case would be to build the biggest, most positively impactful stand, that creates the least disruption.so a new Witton Lane would be balls out big.

Its a good 5 year+ process though. Planning in the UK is a noose around all our necks and if the Villa or anybody started today, we would have wrapped up a Judicial Review (even if Burnham rolls this back) we're talking 2031.

Cheaper and significantly quicker to make demonstrably above market offers. Everything has a price.
