That's exacly the case any club would make to the LA for a CPO to meet the requisite threshold public interest test. The economic/transport/community regeneration case a club would put to an LA would focus on exactly that; homes going, but local benefits are X, Y, Z etc.
The most compelling case would be to build the biggest, most positively impactful stand, that creates the least disruption.so a new Witton Lane would be balls out big.
Its a good 5 year+ process though. Planning in the UK is a noose around all our necks and if the Villa or anybody started today, we would have wrapped up a Judicial Review (even if Burnham rolls this back) we're talking 2031.
Cheaper and significantly quicker to make demonstrably above market offers. Everything has a price.
