Yes, technically Birmingham is the biggest city in the U.K. in terms of population because to be classed as a city you have to have royal assent ( or something similar), the City of London has a population of about 10,000, whereas the population of Greater London has about 8 million. Apparently Carlisle is the biggest city in England in terms of square foot because it's boundaries include several farms that extend out for a considerable distance.
