You don't have to be in possession to get a pen for handball for instance, or for shirt tugging as a corner comes in.

Sorry, not looking to fallout but it is relevant - to the management of the game if not the letter of the law - otherwise no corner would ever be taken as several penalties, free-kicks and/or obstructions occur every time.
