They would need every Spanish team and every German team to win all their games. However if every English team are knocked out, just in the CL a Spanish/German team meet in one QF and two Spanish teams meet in the other. In the Europa a Spanish / German QF could also happen assuming they get through, and they are the underdogs in those matches.So no, I don't think both countries will finish about England even if one did.
