Yes, obviously it's subjective. But he was very much an "off the bench" option until the City game, wasn't he?

He was our best player in the season where we qualified for the Europe's top tier European competition for the first time in 41 years. I don't think it's overegging.

he’s a moments player and he had some great moments especially in the timescale you mention but never consistently good enough for me

A bit like Guessand, he did himself no favours my hugging the touchline with no space to move into. Maybe Unai wants it that way but again like Guessand, it was like playing with 10 men.

I think there were at least two occasions when he received the ball and we were in great positions approaching Bournemouth's goal mouth and he completely fucked up the pass or the dribble. He put us on the back foot more than anyone.

He was awful and we saw what happened when Emery tried to play him back into form last time.

The PL is way more physical than eve 2 seasons ago (when he was most effective).  The way the rules are now applied makes it impossible for a player like Bailey to be effective.  At least twice he was just buffeted out of play by a defender.  Is there a more lightweight player in the PL?  If so I haven’t seen them.

Yes the refs now “letting the game flow” makes it extremely difficult for players like Bailey , what he needs to learn quickly, is that you need to either move or move the ball upon receipt, as soon as a you allow a defender to get near they are now allowed to push , pull and grab.
