So it might be a case of a way for the club to stop the planning permission expiring so if we decide to recommence then we won't have to go through the planning process again.

It does have a date you have to start by, but once its granted, even if it expires, the hard work has been done when you do want to start
The planning permission relates to a very different reconstruction though - if the rumours are true.
This thread is 4 years old today, it was started by Ads as there was a BBC article saying that the intention is to redevelop Villa Park for any potential World Cup 2030 bid. Naturally it got most of us excited, but sadly 4 years on, we seemed to be as far away as ever from seeing a redevelopment. There was a FAB meeting on 24 February, but if it was raised then, we certainly would of heard something by now.
Contractors are now digging up parts of the NS car park now, apparently looking for pipework.I wonder what the plans are?
