You’d hope so.
As a general rule the transfer budget should be split, I dunno, 60/40.  60% to address the first team and largely dictated by the Head Coach and looking for two/three players (he should definitely be identifying the positions). 

The other 40% should be on players for the future, so succession planning and youngsters Who will grow.  This is where the Head of Recruitment earns his beer money.
