Sky Sports initially reported that Samatta cannot play in the match against Leicester - but will be available for the final if Villa progress.The rules in the EFL's Carabao Cup handbook are not particularly clear - but it seems from a read-through that Samatta should be available for the second leg - should his work permit pass and his international clearance succeed.It may be that the EFL have to make a ruling on the matter - and it would depend on whether the 'legs' of the semi final count as one match, or two.If they count as two matches, Samatta should be cleared and ready to play as he was registered and ready before the second leg.If the matches count as 'one' match - as they do in the FA Cup when there is a replay - Samatta would be unavailable to play as he was registered after the start of the first leg.There is precedent though - according to Twitter, Oumar Niasse played for Hull in their second leg after signing after the first leg had finished.The rules do not clear that up, and as it stands based on a reading of the rulebook, Samatta should line up against Leicester City - until the EFL state otherwise.

Apparently there was a pundit on their, when asked, who'd said she had never heard of him so had gone to do some research.
