Have they dropped the rule where you can be ahead of the play (offside) but if you are retreating - like jack - then you become on-side again once the opposition defence plays you onside again?

I don't believe that was ever the case. If one was interfering, you've always been off. We see players penalised all the time for coming back from an offside position.
