To be fair to Rogers he set up a team to contain and they did. Gerard doesn't have the legs anymore and Balotelli is way off form.
Whether he broke the rules around fielding your strongest team is a slippery slope for UEFA to charge as big teams often rest players once qualified.

It is the entire point of the Champions League, that's why they ditched the straight knock out competition (and the concept of only actual champions entering) - to provide more matches to sell the television rights for, and generate more cash.

The rules state you can pick any player from your named Champions League squad! That is all.
