I think people have, rather lazily, lumped him into the group of managers with people like Rooney and Gerrard who are getting jobs entirely on name and have no real achievements as a manager to justify them. Lampard on the other hand had a good season at Derby and a good first season at Chelsea, yes he then did an awful job at Everton but they were a fucking mess when he went there.
