With this guy, and the new Suso, it does rather point to us trying to build and find players that are able to come in and grow over time.

You’d hope so.
As a general rule the transfer budget should be split, I dunno, 60/40.  60% to address the first team and largely dictated by the Head Coach and looking for two/three players (he should definitely be identifying the positions). 

The other 40% should be on players for the future, so succession planning and youngsters Who will grow.  This is where the Head of Recruitment earns his beer money.
