The General was a director of the club (and I don't think he's actually resigned yet) and made it clear that he was acting as a gobetween between club and fans, therefore legally, he was here in an official capacity.

I always thought that he was here on at least a minimum semi-official position/

I would say that its almost impossible to have a director talking about the company he is a director of not acting in a relatively official position
