How is it that Forest can spend c.£100m last weekend? - are they exempt from UEFA / EPL financial rules?

Here's the net spend/profit on transfers  so far in the window according to Transfermarkt (probably not 100% accurate, but it was the best I could find).

Biggest spend first, down to highest profit last.

ManU  -€230m
Arsenal -€216m
Liverpool  -€143m
Man City -€118m
Sunderland -€116m
Toon -€115m
Spurs -€110m
Burnley  -€91m
Everton-€82m
Leeds -€79m
Forest-€53m
Chelsea -€48m
West Ham -€19m
Palace -€2m
Fulham -€0.5m
Villa  +€15m
Brighton +€42m
Bournemouth +€152m
Brentford and Wolves must be in the plus category as well.

I also don't get how Forest are spending so much. As they weren't in Europe last season, I guess they don't have to have a positive balance as there isn't anything to compare against? There must be something they are going to fall foul of.
Forgot them off the list

Brentford -€1.1m
Wolves +€36m

Right two players down now - sign some players Villa.

Priority for me is a defender. I'd get Disasi back in.

Cash and McGinn on the right-hand side last weekend and Kamara shunted back to CB this coming one will just highlight the kind of summer it has been really.

We need three players in before the window closes. So for me it would be:

Matías Soulé at no 10

Jonathan Rowe to play wide (having issues at Marseille)
https://sports.yahoo.com/article/adrien-rabiot-clashes-jonathan-rowe-124500274.html

Lutsharel Geertruida on loan (central defence and right back)

What three players would you bring in at this stage?

We missed our on Gertrude last season and doesn't seem to pulled up any trees since.

Jackson would be so uninspiring. Selling Bailey and Ramsey for that chancewaster.

I'd fancy Emery to get a tune out of Jackson. Although he is bad.

We do not have the capacity to buy Jackson.

After just one game too, we have glaring gaps throughout the squad. Though Kamara doesn't tend to let us down when he fills in at CB on occasion and we will be better with Tielemans back in midfield.

It's annoying that Leeds signed Bijol 'cos he certainly looked good for Slovenia; €21m from Udinese looks good business.
Remind me again: do we need a CB?!

Isn’t he at Lepizig, where we’ve loaned/sold that RB?  Might be a logical exchange, even on loan, if our scouts are confident he is a good fit.

Jackson isn’t bad, but he’s not what we need and he’d cost too much anyway.

It’s not an off the wall suggestion. But he is bad, (really really bad). You know it.

I dont think he is bad, but he’s not worth what Chelsea will demand.  A season on loan might suit all parties.

Bade, Mingueza, and Asensio. And Jackson. I like him, I wanted us to sign him from Villareal.
