Some sort of link between the lowest and highest spender seems is the solution to me.  Or if villa spend beyond their means then a tax that funds grassroots should be applied.

Argentina right back Juan Foyth in talks to return to the Premier League in January transfer according to Talk Sport.
Emery knows him well, Foyth knows the Emery way , Champions League experienced, played in Prem and is Spanish speaking.
I think it's a deal that will get done.
