I don’t think even Middlesbrough saw the potential he had surely they would’ve wanted more than £15m with add ons otherwise.

Yup. It's not a guarantee that he'll become a world-beater, but it shows that he's considered to be one of the best players for his age in the country at the moment. He's also thought of highly enough that he's being pushed through the age groups well ahead of time - he made his England U21 debut when he was still eligible for the U19s, and he's still eligible for the U20 side now.
