It's a lot harder for venues to be switched these days than it used to be. Long gone are the days where a non league club being drawn against a PL side would just switch to playing at the PL ground for the pay day. In the rare case of a ground not being deemed safe for a tie then the first option now is to play at the nearest suitable neutral venue.
