I don't think we should buy anyone from the big 6 or the bottom 3, so just the 11 clubs. Seriously though, I don't know why people have these blanket views, it's obviously a case by case basis and all depends on what the player has or hasn't done. I couldn't care less which club they have come from as long as they are deemed good enough, that last bit you can debate but not where they have come from.
There are more than 11 club Europe wide. There are different problems associated with signing players from  clubs who regularly play in the CL and those from relegated teams. CL players become available on their way down and are usually bit miffed about stepping down. As for relegated players I am struggling to name one who has done really well for a PL club post relegation. There must be one or two?
Yes, there are a few with decent recent success. Not a comprehensive list, but a selection: Wijnaldum and Robertson mentioned already ...Sissoko, Gueye, Ramsdale, Maguire, Pickford, Ake, Wilson.

There are plenty of them, good players sometimes play in bad, relegated sides. Maddison, Barnes and Tielemans are three examples from one club relegated this season alone.  Lavia, Livramento and Ward-Prowse at Southampton. Tyler Adams at Leeds. These are all good players, and that's from this season alone.

And Joe turned out to be a £100m player

Hirving Lozano seems to be a real talent.  Right sided forward with lots of goals and assists.

Not that I'd want us to lose our top players but have Man yew got anyone we'd want to swap Emi with?  Sancho, McTominay and Wan Bissaka are all a no from me.  As for Harry Maguire!!
