The best U23 players are now in and around the first team (Ramsey, Chuk, Ironbum etc) and the next best (JPB, Kesler, Archer) are out on loan. I expect therefore that the best U18s have been shunted up to fill the void in the U23s. The goal of the U23s is to produce players for the Premier League, not to win the U23 league.
