Dave I have tried to order , but the paypal link goes to a sandbox.paypal.com link . It won't let me login to the paypal link with my credentials , so I haven't been charged. Quick google says sandbox.paypal.com means the vendor's link is in test mode ?

Yes the sandbox is for Developers to test integrating their website with PayPal.  This needs repairing on the H&V side.
