It'll only be 10 people who need to shuffle, those in seats 312  to 321 incl., plus you = 11 😉

There might well be many ST holders who don't/didn't buy League Cup tickets. Therefore, those ST holders who did buy League Cup tickets should be rewarded through a higher bracket - as has been apparent in previous years.

I understand what you want, i'm querying why you think it's necessary. Both ST criteria windows are a week and every ST holder will get a ticket so another ST window just seems a bit pointless.

It depends how they release the tickets. If they release them all at once, or release the ‘best’ seats first, then the first batch to be able to buy will get the best seats. If all the (pre-premier league return) season ticket holders are together, then the first batch will include a number who end up in less good seats.

If those that have attended the League Cup this season were prioritised above other season ticket holders, then they would have the best chance of the best seats.

Last year for the Play Off Final (which was with only 18000 ST holders)  I ended up in the upper tier which, although I was happy to be at Wembley, wasn’t what I had wanted. So I can see what they are saying about wanting that additional edge on criteria.

In the past there hasn't seemed much logic to how they released areas at Wembley so it always seems a bit of a crapshoot.

The batch of tickets released today is a little bit better than the bach that will be released next week (presuming that’s when the second batch is released) Not a great deal in it though.
