Still looks a bit washed out compared to the colourways in Villa's guidelines.
Thems the proper claret and blue !!!

Those are inks from a Pantone deck. They don’t automatically translate to paint or fabrics. I agree though the blue looks too faded out to me.

They're not – that image is a direct lift from the Villa brand guidelines, which I have.
Both colours are broken down into their CMYK, RGB, Pantone and Hex equivalents. Click the image to see them all.

Matching it in fabric is a challenge, but it's one that any decent Creative Director should be able to sign off. I should know, I am one (well, whether I'm decent is not really my call).

My point is the Pantone number reference is still an ink. And I imagine they created a fabric standard from the brand guideline for approval.

Like I said for me the blue is too muted. I liked the Acorns Nike kit (year we had the white and blue away) where I felt the colours were bang on. The material that year was different too which would have reflected indoor and outdoor light differently affecting how we see the colour.

I don't think we've had claret and blue as I always knew it since the Nike days, although last year was pretty close, and this one isn't too far off.  Nike seemed to have it nailed and things went astray with Macron.  Agree the blue should be a bit deeper but I like the fact it's claret body with blue sleeves and I think it looks very stylish. Only bit I'm not keen on is the Kappa logo all down each side of the shorts.

I prefer a claret that has a bit more 'brown' than 'purple' in it if that makes any sense. But of course that could look completely different to someone else.

This is the cycling top I made using basic options on a website. I think this is about right, so I don't see what's so difficult. I do like the new top except for the massive betting sponsor and the dodgy cut out sleeves.
