Can't understand that decision at all to be honest. 

I imagine that it’s to encourage the use of home grown players in each side and also the misguided belief that most oversees players will be playing in the new white elephant 100 ball tournament anyway.

Good overseas signings (and I think that distinction has to be made) are a massive benefit to the game, so I just don't understand it.  Hearing Alec Stewart talk about the impact Sangakkara had at Surrey on TV the other day was really interesting.
