What I don't get is, what we are doing, which is what we've been doing for ages, IS NOT WORKING.

So why are we still doing it?

Because NO ONE questions Lambert. Without an assistant to say something there is no accountability above, so it is all on him, and he, I am convinced, has little conversations with himself that make him live in a make believe world.
