Before the puns do, I was wondering if it was due to Clinton visiting Brum in the 90's and her being an "employee" at the time but the dates don't match up. As the scandal had broken by then though, I expect it might have been a publicity photo fpr her being pictured with the most famous sporting team from the city colours whilst he was visiting the city.

Edit: Quick googling and she is pictured with scarves of many teams. She was doing a book signing tour of the country in 99 and wore a Newcastle scarf in Newcastle, a Villa scarf in Birmingham and a Manure scarf in Torquay.
