He didn't, the attacker was behind his line of vision when he starts his clearance movement.

That was my take on it too. I switched over after an hour at 2-0 and flicked back just before Tielemans’ equaliser. A pretty good game that Senegal should be kicking themselves over.

That's where the 2 players were when the defender is into the clearance motion, I think it's harsh as the defender has to make that clearance it's not like he's gone through a player that was ahead of him.
