I think he has to be registered to be loaned back out, so I think he is in proper limbo.

But how can you temporarily transfer his registration when it doesn't exist?

All I can see on the FA site is;

Players who are registered on a contract, may be registered on a temporary transfer (loan) with another club. Clubs within Steps 5 & 6 are able to sign players on loans from other clubs within Steps 1 to 6.
