If the general objective is to speed up play, it would be good to limit the number of substitutions that can be made in the closing minutes of a game. Preferably, to none in time added on.

If the objective is to speed up play, insist that referees stop fucking time wasting over every single corner, goal kick, free kick and penalty.

Each of these takes an age from when the whistle initially blows, and invariably it’s the ref who delays the restart, not the players.

Or 5 minutes evaluating the position of a line to see if Ollie’s bollock was on or off.
