There isn't a rule that says you have to completely tuck your arms away so they can't possibly touch the ball.

He's probably done himself a bit by putting them behind his back, then back out again. If he hadn't, maybe he'd have got away with it. Still not a pen though.
We're at the point where a player can aim a ball at someone's arm to deliberately earn a penalty. That's how much they've tied themselves up in knots with the rules. They are ruining the game.

Wow, I just put on Prime Vision. Is pops up the name of the player getting the ball, speeds people are running at, a constant map at the bottom of the screen showing the ball and everyones position in "realtime". Surreal.

There was probably 0.05 seconds between him blasting it and it hitting his arm.

I think to deliberately aim a ball at someone’s arm to win a pen is probably quite difficult to do.
There are many, many other ways to ‘win’ penalties, which have been used forever.
I’m not sure they are ruining the game.
