Since when do refs get to go and have a look at offsides?

I suspect it was against VVD and the decision was whether he was interfering with play when the ball came back off cash (he clearly was).

I'm guessing the ref was called over to decide whether our player purposely played the ball from Diaz's header which then went to the offside Virgil. That's why the ref needs to look.
