Probably not, no. But if other clubs got into debt, then that would be. That's what the rules were supposed to prevent. So why haven't they got any rules against debt, only straitjacket policies that prevent speculating to accumulate?

These rules haven’t stopped loads of clubs from going out of business either. Presumably these rules were voted in because it was in clubs’ interest to one degree or another, but the only real reason clubs will succeed or fail is due to ownership.

They were voted in by the European Club Association. Only the already established elite (at the time) were allowed a vote. They voted to prevent anyone being able to outspend them again.
