"look its above our paygrade.  The idea of these rules are to keep the sport fair - but they require everyone to buy into them."

Then they can carry the astriks against whatever they win for the rest of time.
I can't help think that'd create a free for all as everyone stopped playing to the rules.
I think ultimately this is what will happen, as my view is clubs could take this approach if they so wish.  Just most dont as they retain a commerical perspective on things
Here's a thought then.

The FAPL could suggest a rule where any club found to not play to the rules and subsequently is unhelpful in investigations is ineligable to win cups, the prize money that goes with them and European qualification.

They need only fourteen clubs to vote in favour for it to apply.

While the Nation State wouldn't care about the money, the lack of silverware/Europe could be an issue for them. They sell up and Citeh are released from restrictions.

And if they can disqualify them retrospectively of their trophies over the last fifteen years, that'd be nice.

I accept this idea has probably been part of a brainstorming session at PL HQ at some point before being dismissed.
