'Poor' Premier clubs

I find it really odd when people talk about clubs in the top league being poor as opposed to rich. They may not have the levels of income that comes from the Champions League and winning titles, but surely £180m a year means there is no such thing? Yes, their wage levels have to be lower, but their costs are much lower too and I don't see why Burnley etc. can't splash out £60m for a player (or 3 or 4 at £20m) if they wanted to.
