Dean Smith is head coach
Cutler is a GK coach .
He just gets things delegated to him and responsibilities just like other coaches on match day.
Other clubs have GK coaches who hold the tactics sheet and instruct players.

Dean especially but JT are busy watching the game so they choose not to go off watching the match by telling players things and leave Cutler to it.
And speak when needed.
