Why in hell is the draw for the next round taking place at 4.15am BST and being done in China?

Take a wild gue$$.

To pick up on your comment Mr U about the M6 closure making game traffic even more unbearable.  For the Norwich game I drove through the listed Ancient Roadworks previously known as the A14 to the M6.  From Rugby onwards the matrix signs read "For Villa Park use M6 J7.  Every one.  Then Star City hove into view, I took the left filter lane and breezed through J6 in record time.  Everlasting roadworks and road closures are hell, but to get the signage wrong is beyond hell.

Still doesn't make much sense. That's about lunchtime in China. Surely it would have made more sense to have the draw at about 8pm local time which would have been our lunchtime? More people in both countries would be able to watch it then.

Are Chinese people that bothered about the League Cup?

Well yes, but the EFL (or Football League as I prefer) is devaluing it's own competition by shifting the draw to a time where nobody will be awake. Listening to the draw has always been part of the interest in Cups.

Maybe it's to force people to stay up late so they buy more cans of Carabao.

It's like a religion over there. The anniversary of the Leicester v Tranmere Final is a national holiday.

Every year great balls of fire appear above the Mekong river on that date, and the locals swear they look just like Neil Lennon after a week in Tenerefe.

Presumably office workers in China also skive from work by being on the internet all day?  If the cup draw is in the evening that's another skiving opportunity lost.
