The problem with qualifying groups since Eastern Europe became 33 countries as opposed to 3 and places like San Marino, Andorra and the Faroe Islands sprang up out of the sea is that you can qualify for a tournament with a record that would put the Harlem Globetrotters to shame and still not actually be very good.

Very much so, and now we have the extremes of Gibraltar in qualifying. Who next ? Jersey ? Isle of Man ? Alderney ?

Surely it's time for Manchester to be accepted as a nation of its own and enter a team?

Sadly not.  FIFA and UEFA won't admit teams from places that aren't sovereign nations any more.  I think the Faroe Islands joining was what made them change the rules.  Gibraltar are in the Euros because they applied before the rule change, but I don't think they're part of FIFA so won't be in the World Cup qualifiers.  This means that the IOM will never have a proper FIFA team unless we tell the UK to shove it.
