I haven't seen a great deal to suggest that Randy is energised again. The fact he seems oblivious to Lambert's terrible reign is evidence of this.

I think "energised" is just another Star Trek reference, and a commentary on how Randy travels these days. It's probably why Lambert is the only person who sees him around Villa Park and Bodymoor and nobody else does because he can beam down as and when he pleases.
