Manchester Evening News's City reporter reckons it's on and tied up with them not getting Pogba last week.

All I've seen is the photo and not much in the way of anything else.

Perhaps the drafting of Delph's contract is flawed.   Perhaps the u turn was because his lawyers had had pointed out to them by Villa's lawyers that the buy out clause did not operate the way Delph's lawyers had said it would.   Faced with not being able to go to Man City for purely legal reasons Delph had to save face by saying he was not going after all and try to look the good guy.   In the intervening period Delph's lawyers have taken Counsel's opinion on the clause and have been advised that it is water tight.   Cue Delph being free to do what he intended to do in the first place.   Just a theory.

Precisely, they need to be straight on Delph's phone and find out. If it isn't them come straight away and say so, because this is getting a bit ridiculous.
