SOmebody else posted the respective costs of the teams and that's one thing.  But the very obvious bias that favours the top team in this league is the real divider.

It's an older saying. Often used on TV in the 70's. I still use it sometimes. Here is a definition of it.

bent
1. An individual who abuses his/her position of power, or operates on the periphery of legality
"That copper is as bent as a nine pound note."
