Do these cants agree pre season that all matches should carry 4 minutes added time?

There have barely been any stoppages in this half.

30 seconds for each substitution and 30 seconds for each goal. Makes sense to me. 1:30 minutes for goals, 2 minutes for substitutions ... that leaves 30 seconds for stoppages.

Two goals and a few subsitutions will easily give you the 4 minutes.
