Without wishing to go over old ground, what this 'policy' means in practice is that Martin seems disinclined to buy players based outside the UK.

In the 4 seasons he has been with us, Martin has deviated from this policy 3 times, as far as I'm aware: Carew, Guzan and Salifou.

I'm still waiting for someone to come up with a plausible reason why operating in this way is to the club's advantage.  Limiting the pool of players from which you can choose seems to me to be a counter-intuitive way to conduct transfers.
