There are 16 games. It’s inevitable that some will look easier/harder than others. Unless you have a seeding system that kicks in at the knockout phase.

You are going to get an unbalance when only 2/3rds of groups allow for qualification for 3rd placed teams. They do have a weird matrix of which 3rd place teams qualify changing the group winners they will play. For England's group, if the 3rd team from Portugal's group qualifies, then they are the opponents of the winner. If they don't then there are a three other teams that the group winner plays.
