They must have a department that just looks 9-5 every day at ways to ruin the game.
I can't say that this worries me. In fact, I reckon it's good. Penalty takers have too many advantages already, allowed to hop, skip, jump and pirouette on the way to the spot while keepers can't move an inch. So taking away the second bite of the cherry seems reasonable.
Just heard that they are trying to bring in arule where you cant score a rebound from a penalty save , how bloody stupid.

Why does it need changing?
And as I mentioned, if the problem is the taker having advantage on a follow-up, then have the rule be that someone other then the goal keeper has to touch the ball before the taker can have a second touch. The planned changes means that no matter what happens, the whole game is stopped and the results can only be a goal or a goal kick. There is no follow-up corner allowed if keeper saves it around the post, or fast break by the opposition if saved and moved on quickly. But maybe the defensive team shouldn't be giving away penalties in the first place then they don't have to worry about the attacking team having an advantage.
