Incredibly, Hibs equalise. Ball brushed the hand on the way down but the arms was in a totally natural position and it didn't influence the trajectory of the thing to any significant degree.

Being "by his side" only matters when deciding whether a foul should be given against a defending team. If ball strikes arm as part of a goalscoring move, either by the scorer or deflecting off someone's arm straight to the scorer, it should be disallowed under current, ludicrous, laws.

It's the same everywhere. The only difference I am aware of with the Premier League is that more leniency is given to defenders when a ball deflects onto their arm from another body part or a very short distance. That's about awarding penalties and doesn't effect goals given, though.

Handball direct by the scorer is normally penalised, in the attacking move there is intent/accidental to be taken into account.
