Why does Duran get booked for celebration for goal that wasn’t given but keeper wasn’t booked for foul before Ramsey goal because penalty wasn’t given?

Don't know. He was about to give the penalty so he obviously saw it as a foul.

Goals scored are penalised whether accidental or not. Defensive handballs HAVE to be intentional / un-natural positions.
