Atletico Madrid went 2-0 up against Barcelona in the 70th minute. The latter then came back to 2-2 before scoring another 2 in stoppage time to win.

Doubt it without spending more again. And they will be limited on what they can spend now.

Leicester didn't get instantly punished for breaching Prem rules because an appeal court stated they were in the Championship so outside of the Prem jurisdiction being as they had been relegated the season before. Apparently though there is still arbitration ongoing which I suspect is a legal minefield so isn't mentioned much. Yes, that might go the other way with the Prem not enforcing Championship rules but they would still have to "walk" it and I don't think they will. But even if they do, they would need to spend again heavily just for the chance of stopping up.

Bottom 3 in the PL are promoted sides, top 3 in the Championship receive parachute payments. It's crap.

I'd venture to say they just don't have the infrastructure to be regular contenders to be in the top division. It was a minor miracle that they got promoted in the first place, really.

Luton haven't had their parachute payment yet, you get it at the end of the season. They still have Premier League money so should have an advantage, but I'd imagine they realised they might not be back for a while and wanted to make it last. They've a new ground to pay for, too.
