Keeping the likes of Duran, Kamara and Rogers (and adding absolute quality in other areas) could conceivably get us close.

Both of those could play all on an empty pitch and not match his goals ratio. He's basically the stand out young centre forward in world football right now, smacking in wonder goals in the top domestic and European competition before his 21st birthday, and clubs were looking at £40m+ before this seasons madness.Grealish started for a team that finished 11th at best before his transfer so not sure why our 'miles off the title' status is so important.
I would say for comparison look at Julian Alvarez. Never really first choice in his time at City and never really looked top drawer to my eyes, he's roughly 4 years older and went for £80 odd million.
